Brazilian cement industry position on carbon pricing
The Brazilian cement industry made on Friday (11/27), through the Presidency of ABCP (Brazilian Association of Portland Cement) and SNIC (National Union of the Cement Industry), the official launch of its position on Carbon Pricing, an initiative under debate in the country and that integrates global efforts to reduce greenhouse gas emissions.
A pioneer in Brazil in dealing with environmental issues, the cement sector is largely in favour of a low carbon economy and proposes that any pricing should consider that:
• The inclusion of the sector in a pricing instrument must also consider the international context;
• Historical efforts must be taken into account;
• Overlapping more than one carbon pricing instrument should be avoided;
• Emission reduction efforts must take place in all economic sectors;
• The carbon pricing policy must be preceded by a Monitoring, Reporting and Verification (MRV) system;
• Pricing systems via the market should be prioritized, rather than taxation;
• A gradual implementation agenda should be discussed;
• Carbon leaks must be avoided;
• Instruments to promote more efficient technologies and processes must be considered.
